What is the difference between Buoys and Beacons?

A buoy is a FLOATING mark that is secured to the seabed by mooring chains and a beacon is a mark that is permanently fixed to the seabed.

A beacon is usually a FIXED mark such as a Lighthouse. Beacon usually transmit radio signals.
